Service requests
When requesting a service electronically, the request must be signed with a secure electronic signature (in an e-address, the “Send by electronically signing” menu).
The following documents must be submitted or presented in order to request a service:
• the application – see documents and forms or a free form application, indicating the address of the declared or registered place of residence and the manner in which the information is received – must be submitted in the original;
• the identity document of the requester (passport or identity card - eID card) - the original must be presented in person, not submitted electronically;
• the authorised person must present the original identity document and authorisation;
• the legal representative of a natural person shall present a personal identification document and a representative document - the original shall be presented;
• the representative of the legal person shall present the registration of the legal person and the right of representation - the original shall be presented;
• death certificate (if a certificate is requested regarding the last declared place of residence of a deceased person) - the original shall be presented;
• when requesting information regarding another person, a justification for the necessity for receipt of the information and a document certifying it or a copy thereof shall be appended, the purpose of use of the information shall be indicated.
• the application must be accompanied by a document certifying payment of the State fee; • in order to receive relief from payment of the State fee, the relevant status or a document certifying the fact shall be presented (if such document is not at the disposal of the institution).

A service charge
Payment of the State fee:
• receipt of a statement in paper form or signed with a secure electronic signature regarding the address of the place of residence of one person, if the person requests up-to-date information regarding his or her declared or registered place of residence of a person under the guardianship or trusteeship of his or her child, who is under 18 years of age - EUR 2.50.
• receipt of a statement regarding the declared or registered place of residence of a third person (other person), if it has been prepared according to the criteria indicated by the requester of information:
in paper form: - within five working days - EUR 12.50;
- within two hours - EUR 35.00;
signed with a secure electronic signature - within three working days - EUR 10.00.
A document certifying payment of the State fee shall be submitted together with the submission.
The amount of the State fee shall be reduced by 50% if the statement is requested by:
• politically repressed person,
• a Member of the national resistance movement,
• a person who himself or herself or together with the spouse or spouse of the relevant person has three children or more under 18 years of age (including children under guardianship or placed in foster care) or children under 24 years of age who acquire general, vocational or higher education,
• guardian or trustee for the person under guardianship or trusteeship.
The following persons shall be exempted from payment of the State fee:
• a person with disabilities,
• Participant in the liquidation of the consequences of the accident at the Chernobyl nuclear power plant,
• a person who has reached the age specified for granting an old-age pension in the Republic of Latvia,
• a person who has been granted an old-age pension in the Republic of Latvia,
• a Member of a family in need or a person in need living separately.
In order to receive these reliefs of the State fee fee, the relevant status or a document certifying the facts shall be presented (if such document is not at the disposal of the institution). -
Receipt of services
A statement regarding the declared or registered place of residence of his or her own minor child or a person under guardianship or trusteeship may be received after payment of the State fee. A statement regarding the declared or registered place of residence of a third person or the last declared or registered place of residence of a deceased person may be obtained depending on the amount of the paid State fee.
A certified statement signed with a secure electronic signature will be sent to an e-address or the specified e-mail address.
