Benefit for the provision of social guarantees for orphans reached by age and children left without parental care after termination of out-of-family care

Process description

1. Service requests
   The Social Service of Riga provides the amount of social guarantees intended by the State for orphans reached by age and children left without parental care (hereinafter - orphan) after the termination of out-of-family care.
   For the provision of social guarantees, Riga Social Service grants:
   1. a one-off allowance for the commencement of an autonomous life of EUR 218,00 and for persons with disabilities since childhood of EUR 327,00;
   2. a lump-sum allowance for the purchase of household goods and soft inventory (EUR 820,05);
   3. allowance for monthly expenditure for orphans for students in educational establishments who successfully undertake an educational programme of EUR 109,00 and for persons with disabilities since childhood of EUR 163,00;
   4. A allowance shall be granted for monthly expenses for the rental of a residential space and for public utility payments without an assessment of income and material resources up to the age of 24.
   An orphan turns to the unit of the Riga Municipal Children and Youth Centre “Youth Support Centre” (hereinafter - Youth Support Centre), shall present a personal identification document and submit an application for the receipt of the benefit. The youth support centre informs and provides opportunities for receiving social guarantees in cooperation with the Riga Social Service.
   If an orphan wishes to receive a allowance for monthly expenses for rental of residential space and public utility payments, a copy of the rental contract of the residential space shall be submitted in addition to the submission, presenting the original.

   An application in the official language and other documents may also be submitted to the Social Service by a secure electronic signature or by mail (the application must be signed in hand).

2. Receipt of services
   The benefit granted by the Social Service of Riga shall be paid no later than by the 25 th day of the current month, transferring it to the account indicated by the orphan. The allowance for monthly expenses for the rental of a residential space and public utility payments shall be paid to the owner or manager of the residential space and/or to the provider of services related to the use of the residential space, but, if this is not possible, the allowance shall be transferred to the account indicated by the orphan.
