You have the opportunity to submit an application to the social service of the local government for granting the status of a poor family (person) or for granting the status of a disadvantaged family (person) and to obtain a certified statement of that status. A statement on the status of a poor family (person) is required in order to receive social assistance, social services, benefits and various benefits. A statement regarding the status of a disadvantaged family (person) shall be required in order to receive an apartment allowance, and other benefits, benefits, if such have been determined by the local government. If your family or household has been matched to the status of a poor or low-income family (person), you have the right to request the granting and payment of an apartment allowance in the social service of the local government. An apartment allowance is one of the types of social assistance benefits that the social service of the local government pays for poor or low-income recognised households, regardless of their home. If you or your family have been granted eligibility for the status of a poor or low-income family (person), you have the right to apply for health care benefits in the social service of the local government by submitting supporting documents. The benefit will be paid if the local government's binding rules provide for such type of benefit and to the extent determined by the local government.

Process description

  1. Information
    The purpose of the catering service is to provide support for the provision of basic needs – food – to declared residents in the administrative territory of the municipality in order to reduce the social exclusion of individuals and to promote social inclusion through various accompanying measures.
    Persons shall have the right to receive a catering service:
    1) which are from a household recognised by the Social Service of Riga (hereinafter - RSD) as a poor or disadvantaged household;
    2) the level of income of which does not exceed the income threshold specified for a disadvantaged household, but which for other reasons does not qualify for the receipt of the status of a poor or disadvantaged household.
    Persons requesting the granting of a catering service shall authorise the transfer of personal data to the RSD in order to be able to register with the Smart Card “Comparator Card” for a catering service.
    A catering person may be received by addressing the catering facility and by registering the personalized Smart Card “Comparator Card”.
    A person's catering service may be received once a day and only in their containers.
    If a catering service is due to a household which has more than one person, the necessary portions of food shall be received when registering for a catering service with the smart card “Comparator Card” of the claimant of the declaration.
    The catering service is provided in the administrative territory of the municipality of Riga. The information regarding the places of supply and working hours of the catering service and soup kitchen service shall be published on the website of the Welfare Department of the Riga City Council in www.ld.riga.lv and, as far as possible, in other mass media.

  2. Service requests
    A person turns to the RSD and asks for the provision of a catering service, gives permission to transfer RSD personal data so that the Smart Card “Comparator Card” can register for a catering service.
    The RSD shall evaluate the rights of a person to receive a catering service in accordance with Paragraph 6 of the binding regulations of Law No 100 of the Riga City Council of 24 November 2021, which stipulates that persons have the right to receive a catering service and the procedures for providing a soup kitchen service:
    1) which come from a household recognised by the RSD as a poor or disadvantaged household;
    2) the level of income of which does not exceed the income threshold specified for a disadvantaged household, but which for other reasons does not qualify for the receipt of the status of a poor or disadvantaged household.

  3. A service charge
    The first issue of a personalized electronic smart card or Commenger card is free, the re-making of an electronic smart card in the event of a loss costs EUR 2.85.

  4. Receipt of services
    A catering service person may be received at a catering point by registering the Compensation Card, if the Riga Social Service has determined the eligibility of a person for the status of a poor or low-income household, or has determined that the income level of the person does not exceed the income threshold specified for a low-income household, but for other reasons does not qualify for the status of a poor or low-income household.
    The period of receipt of the service shall be three months and 15 days for households with persons of working age and six months and 15 days for households without persons of working age.
