Process description
Service requests
The service may be requested in person, by post and by electronic means.
When requesting a service in person, the client shall turn to the City Development Department of Riga City Council, leaving the documents in a specially designed filing cabinet.
When requesting the service by mail, the customer shall submit a completed application with the documents attached thereto.
When requesting a service electronically, the client shall submit a submission, which has been prepared in conformity with the regulatory enactments regarding the drawing up of electronic documents, certified with a secure electronic signature and time stamp. For construction cases initiated after 31.12.2019. the service may be requested in the Construction Information System (BIS).
The construction initiator shall submit to the City Development Department of Riga City Council the corresponding completed part II of the Certificate Card - Completion of Construction Works or Part II of the Explanatory Memorandum - Completion of Construction Works.Receipt of services
A statement card or an explanatory statement in which the City Development Department of Riga City Council has made a note regarding the fact that the works have been performed in accordance with the developed design documentation, it is possible to receive in person in the City Development Department of Riga City Council, Dzirnavu Street 140, Riga, presenting a personal identification document (authorised person - mandate) or electronically Construction the system of information (bis).
Documents can be received on Tuesday from 9.00 to 13.00, on Thursdays from 13.00
up to 17.00. To apply for receipt of documents, pre-registration must be made by calling the Riga City Council
Call centre of the city development department by telephone: 67105800.
If a decision is taken not to make a mark on the Certificate Card or the Explanatory Memorandum, the refusal shall be sent electronically to the e-mail address indicated in the application or by post in a registered mail.
