Persons with visual, movement and mental impairment may receive an assistant to perform activities outside the dwelling which, due to their disability, cannot perform independently - to the place where they are studying, working, receiving services. If a disabled child grows in a family, a number of forms of support directly related to parental employment are envisaged until the age of 18.

Process description

  1. Service requests
    Day-care centre service for adults with mental impairment (hereinafter -
    The day care centre service) provides support for specialists - social care and social rehabilitation, the development of social skills and leisure facilities, the involvement of customers and their relatives in tackling specific social problems.
    The following services shall be provided within the framework of the day care centre:
    1) supervision;
    2) support for self-care:
    3) catering (once daily);
    4) consultations of a social worker and other specialists;
    5) individual and group activities (for the maintenance/development of self-care capabilities, skills and skills, for the management of physical activities, creativity, interest, etc.) in accordance with the needs of the target group;
    6) information - educational activities (leisure and content - lectures, tours, cultural events, etc.);
    7) walks;
    8) support services for relatives (counselling, support, educational groups, etc.).
    In order to receive a day-care centre service, a person (presenting a personal identification document) or his or her lawful representative (presenting a personal identification document and an authorisation agreement) shall turn to the Riga Social Service and submit:
    1) a submission in which the problem and the solution which it wants shall be indicated;
    2) a statement issued by a family doctor regarding the state of health of a person, specifying the type (s) of functional disorder and the characteristics (if any) of an acute infection (for example, lung tuberculosis at the active stage, acute infectious disease), which may influence the procedures for the provision of social services.
    3) an opinion of a psychiatrist regarding the absence of special (psychological) contraindications and the most appropriate type of service;
    4) a copy of the disability certificate document, if a person with disabilities wishes to receive the services of the day care centre;
    5) other documents (which are necessary for the granting and provision of a day-care centre service).

  2. A service charge
    The costs of the day-care centre service are covered from the resources of the budget of the State of Riga, without assessing the income and material status of the person (family), but if the person receives a day-care centre service for persons with severe mental impairment, the person has a duty to pay the costs of the day-care centre service to the provider of the day-care centre service within the scope of the day-care centre service. except if the family (person) has been granted the status of a poor family (person) in accordance with the procedures specified in regulatory enactments, in accordance with the binding regulations No. 3 of the Riga City Council, the procedures for the receipt and payment of social services provided by the Riga City Municipality.

  3. Receipt of services
    A person shall receive a day-care centre service for persons with mental impairment in a day-care centre.
    The obligation of a person to visit the selected social service provider institution one to five days before the granting of a social service in order to verify his or her ability to adapt to the environment of a day care centre (for these days, the person shall pay the social service provider the catering expenses).
