Process description
1. Service requests
A person, his or her legal representative or authorised person may turn to Riga neighborhood residents Centre in order to declare a place of residence in Riga. When submitting a new declaration of place of residence, a person may also indicate one additional address in Latvia or a foreign state at the same time, indicating the time period during which the additional address is achievable. Receipt of services documents required:
1) a declaration of place of residence and information regarding the processing of personal data when declaring the place of residence of a person (see forms) - an original shall be submitted;
2) personal passport or identity card - the original must be presented;
3) birth certificate, if the place of residence of the minor child and other documents certifying the right of the lawful representative of the declarant of the place of residence to act on behalf of the relevant person are declared (court decision, etc. ) - present the original;
4) for an authorised person - a notarially certified authorisation;
5) foreigners and stateless persons - Latvia valid personal identification document and residence permit or registration certificate - the original presentation;
6) a document certifying payment of the State fee;
7) in order to receive relief from payment of the State fee, a document certifying the relevant status or fact must be presented (if such document is not at the disposal of the institution);
8) if the service is requested for receipt at the place of residence of the person, the person or representative of the person shall submit an application or apply for the service by telephone;
9) if the service is provided at the place of residence of the person, the person must present a personal identification document, a document certifying payment of the State fee or payment relief in accordance with the procedures specified in regulatory enactments, a document certifying the disability of the person (presenting persons with this status), a document issued by a medical treatment institution regarding impaired mobility (presenting persons up to the age of 74). Electronically (free) residence declaration may be submitted to the State Administration Service Portal https:\/\/latvija.gov.lv\/, e-service “Declaration or indication of residence”. The authority responsible for this e-service shall be the Office of Citizenship and Migration Affairs.
2. A service charge
The State fee for declaring the place of residence in accordance with Regulation No. 720 of the Cabinet of Ministers of the Republic of Latvia of 30.6.2009, Regulations regarding the amount of the State fee, payment procedures and reliefs regarding registration of information regarding the declared place of residence, shall be EUR 4.27. The State fee shall be paid prior to the submission of the residence declaration form. The State fee can be paid in person with Master Card, VISA, VISA Electron, Maestro payment cards. It's impossible to settle in cash and with American Express credit cards. The payment of the State fee may also be credited to the current account of the local government of Riga State City. The State fee shall not be paid: - politically repressed persons; - registering the first declared place of residence of children; - disabled persons; - participants in the liquidation of the consequences of the accident at the Chernobyl nuclear power plant; - pensioners whose pension does not exceed the national minimum wage; - persons who have been recognised as being in need in accordance with the procedures specified by the Cabinet of Ministers; - persons who declare their place of residence electronically using a special online form; - registering the place of residence of such children who have been placed in a long-term social care and social rehabilitation institution, foster family or have been placed under guardianship; - persons declaring residence for long-term social care and social rehabilitation
3. Receipt of services
The service shall be received in person after examination of the submitted documents and updating of the information regarding the declared place of residence of the person in the Register of natural persons. At the request of a person, his or her legal representative or authorised person, a certificate regarding the fact of the declaration of place of residence shall be issued.
