You have the opportunity to submit an application to the social service of the local government for granting the status of a poor family (person) or for granting the status of a disadvantaged family (person) and to obtain a certified statement of that status. A statement on the status of a poor family (person) is required in order to receive social assistance, social services, benefits and various benefits. A statement regarding the status of a disadvantaged family (person) shall be required in order to receive an apartment allowance, and other benefits, benefits, if such have been determined by the local government. If your family or household has been matched to the status of a poor or low-income family (person), you have the right to request the granting and payment of an apartment allowance in the social service of the local government. An apartment allowance is one of the types of social assistance benefits that the social service of the local government pays for poor or low-income recognised households, regardless of their home. If you or your family have been granted eligibility for the status of a poor or low-income family (person), you have the right to apply for health care benefits in the social service of the local government by submitting supporting documents. The benefit will be paid if the local government's binding rules provide for such type of benefit and to the extent determined by the local government.

Process description

  1. Service requests
    The Social Service of Riga determines and evaluates compliance with the status of a poor or low-income household for residents of the municipality of Riga, who have declared the main residence in the administrative territory of Riga State and live in accordance with the address specified in the application.
    Families (persons) turn to Riga Social Service, present personal identification documents, submit a written submission, by signing, adult persons give permission to the Riga Social Service to use the information available in local government and State data registers regarding themselves and household members and submit income and material resources supporting documents regarding themselves and household members (for the last three months) for months), complete and sign a declaration of means of living.

    The declaration of means of subsistence may also be completed electronically by using the portal Latvija.lv e-service “Application for the submission of a declaration of means of subsistence to the social service of Riga”.

  2. Receipt of services
    Within 22 working days after receipt of all the documents, a decision regarding the granting of status or refusal to grant it shall be taken in the Social Service of Riga. The applicant for the status shall be informed of the decision taken.
