Special permits (licences) for commercial activities in inland waters within the administrative territory of Riga shall be issued by the Fisheries Licensing Commission of the Riga City Council. The operation thereof shall be governed by Regulation No 1015 of the Cabinet No. 08.09.2009, Procedures by which a special permit (licence) shall be issued for commercial activities in the fishery, as well as the State fee for the issuance of a special permit (licence) shall be paid.
The submission of a person and the necessary documents shall be examined by the Fisheries Licensing Commission and shall take a decision to withdraw or refuse the licence.
A special permit or licence for commercial activity in fishery in inland waters may be refused if:
- the documents submitted are incorrect or incorrect and the applicant has not submitted additional information after repeated written request by the local government within 10 days;
- the applicant has a tax debt;
- the local government does not have a free fishing limit in specified internal waters;
- the applicant has violated the requirements of the regulatory enactments regulating fishing more than twice during the period of validity of the previous permit (licence);
- the applicant does not have a valid registration certificate for an undersized vessel issued by the Road Traffic Safety Directorate or certificates issued by the Maritime Administration of Latvia by 31 December 2017, or registration certificates for a fishing boat issued after 1 January 2018 (with a note regarding the annual survey).
If the commission's decision is positive, the Live Natural Resources Department of the Riga City Council shall issue an invoice for the payment of the State fee.
After payment of the fee, the Live Natural Resources Division shall issue a permit (licence).

Process description

  1. Service requests
    The application may be submitted in person or sent by post to the Housing and Environment Department of the Riga City Council.

    Receipt of services documents required:
    1. Application.
    2. Calculation of the balance sheet and profit or loss of the previous year or annual income statement and calculation of income from economic activity.
    3. A statement issued by the State Revenue Service regarding the payment of the tax of the applicant, which has been issued not later than a month before the submission for the receipt of a permit (licence).
    4. The lease agreement of a fishing vessel or undersized craft, if the vessel or undersized craft to be used in the fishing is leased (the lease agreement shall be attached to the application).
    5. A registration certificate for an undersized vessel issued by the Road Traffic Safety Directorate or a vessel vessel vessel vessel certificate issued by the Maritime Administration of Latvia until 31 December 2017 or a fishing boat registration certificate issued after 1 January 2018 (with a note regarding the annual survey).

  2. A service charge
    Regarding the issuance of a special permit (licence) for commercial activities in fishery inland waters, a State fee of EUR 14,23 has been determined. Payment must be made after a positive decision has been received.

  3. Receipt of services
    A person arrives in the Live Natural Resources Division of the Housing and Environment Department of the Riga City Council and receives a permit (licence) if the decision is positive or receives a commission decision regarding the refusal.
