Issue of a permit for felling of trees growing outside the forest

Process description

1. Service requests
   Felling of trees shall be permitted if they present a threat to the health and property of the population, traffic safety, construction or communication, on the basis of the conclusion of the project, for the purposes of maintaining (grooming) or reconstruction of plants, as well as in relation to the planned construction, if necessary receiving the necessary documentation from the Natural Protection Board or the National Heritage Board.
   Arbitrary felling of trees in the administrative territory of the city shall not be allowed.
   In cases where felling of trees is required (except fruit trees and trees, the average of which is less than 20 cm), the decision of the Riga City Council Applanting Commission (hereinafter - Commission) and/or the felling permit of the City Development Department of Riga City Council outside the forest (hereinafter - Permission) shall be received before starting work.
   The authorisation shall be valid for 2 (two) years from the date of adoption of the Commission decision. If, during the period of validity of the decision, a construction permit has been issued for construction or an explanatory statement or an attestation card has been accepted, the decision regarding the issue of an authorisation for felling of trees shall be valid for as long as the construction permit, explanatory statement or proof card is in force.
   If the term of validity of the permit has expired, on the basis of a new submission, the City Development Department of Riga City Council shall inspect the plants and the Commission shall re-examine the matter regarding felling of trees and take a decision.
   The service may be requested in person, electronically or by post.
   When requesting a service in person, the customer shall turn to the City Development Department of Riga City Council, leaving the documents in a specially designed document cabinet, or to the Riga City residents center, leaving the documents in a dedicated mailbox for them.
   When requesting the service electronically, the client shall submit a completed application prepared in accordance with
   for regulatory enactments regarding the drawing up of electronic documents, certified with a secure electronic signature, time stamp and necessary documents, or filling out an application for tree felling on the Riga City Council portal www.eriga.lv, www.latvija.gov.lv.
   When requesting the service by post, the customer shall submit a completed submission and the necessary documents.
   Receipt of services documents required:
   1. “Application for authorisation to felling non-forest growing tree (s)” (form No. Da_121_v3);
   2. Graphic material with marked location of the trees to be cranked;
   3. Co-ordination of the owner of the parcel for felling of trees (if the submitter is not the owner of the parcel);
   4. Master plan, development proposal (M 1:50 0);
   5. A notarised mandate (in case the applicant is an authorised person);
   6. Opinion of the building or engineering communications if the tree is damaged.

2. A service charge
   Damages for the reduction of natural diversity in accordance with the Commission decision (EUR without value added tax) shall be calculated taking into account the coefficients referred to in Annex 3 “Regulations regarding felling of trees outside the forest” of Cabinet Regulation No. 02.05.2012, Index for the calculation of damages for felling of trees in urban and village areas (coefficient of wood diameter, coefficient of tree species, coefficient of reason for felling of wood, coefficient of populated area, coefficient of location of wood).

3. Receipt of services
   A permit for felling of trees growing outside the forest shall be received electronically on the e-mail indicated in the application (in the case of an activated official e-address account, the Department will use the e-address primarily) or by post to the mail address indicated in the application.
