Issue of a plan for the situation of structures

Process description

1. Service requests
   The following ways to request a service are:
   • presence - submit a completed application form and attach a mapping image with a highlighted requested area to the Goma Board of the City Development Department of Riga City Council;
   • e-mail: send a completed application form and attach a cartographic image with a highlighted requested area to an e-mail in geo@riga.lv;
   • e-service - In the section Geospatial Information/Issuance of the Construction Situation Plan, complete the form of the application and attach a cartographic image with a highlighted requested area.

   • mail - send a completed application form and attach a cartographic image with a highlighted requested area to the City Development Department of Riga City Council on Dzirnavu Street 140, Riga, LV-1050;
   • phone – by phone +371 67105817 the following information must be provided: name of the legal person, registration number and/or name, surname, personal identity number, name of the cadastre of the unit of land, address, area, purpose of use of the information, e-mail to which the customer wishes to receive prepayment invoices and building situations plan. This type of service request is available on an exceptional basis if the customer does not have the option to request the service through other service requests channels.

2. A service charge
   The service charge shall be calculated in accordance with 18.12.2019. Riga City Council's binding regulation No 98 “Labelling rules for the circulation of topographic information of high detail”:
   • the issue of a building situation plan per unit of land up to 1 hectare of EUR 32,00 *;
   • EUR 7,00 * for each of the following hectares;
   • the accelerated issue of a structure situation plan per unit of land of up to 1 hectare of EUR 64,00 *;
   • EUR 14,00 * for each of the following hectares.
   
   * Value added tax shall not be applied in accordance with Section 3, Paragraph eight of the Value Added Tax Act.
   
   Within 2 (two) working days, it shall be examined whether the necessary topographical information is available in the topographic information database of the local government and a prepayment invoice or a refusal letter is prepared, which shall be sent to the e-mail address indicated in the client application.
   A structure situation plan shall be issued within 10 (ten) working days after receipt of payment.
   In accordance with accelerated procedures, the structure situation plan shall be issued for an increased fee within 5 (five) working days after receipt of payment.

3. Receipt of services
   The following ways of receiving the service are:
   
   • face-to-face - printouts of the structure situation plan and electronically signed cover letter are issued at the Göomatic Board of the City Development Department of Riga City Council;
   
   • e-mail: a letter of reply signed with a secure electronic signature and the building situation plan file is sent to the e-mail specified in the client's application (in the case of an activated official e-address account, the department will use the e-address primarily);
   
   • e-service - a letter of reply signed with a secure electronic signature and a file of the building situation plan to be examined and downloaded by authoring the Riga municipal services portal www.eriga.lv. The information is also sent to the e-mail address specified in the customer's application.
