Description:

The right to become acquainted with the entry of the marriage register and to request a marriage certificate, a statement regarding the registration of the marriage or a copy of the entry of the marriage register shall be held by the person regarding whom the entry was made or a person authorised by it. The right to become acquainted with the entry of the birth register (except the entry of the register relating to adoption) and to request a birth certificate, a statement regarding the registration of birth or a copy of the entry of the birth register shall be held by the person for whom the entry was made or an authorised person thereof. The right to become acquainted with the entry of the birth register of the minor person and to request a birth certificate, a statement regarding the registration of birth or a copy of the entry of the birth register shall be for the parents or the legal representative of the child. The right to become acquainted with the entry of the birth register of an adult adopted person and to request a birth certificate, a statement regarding the registration of birth or a copy of the entry of the birth register shall be the person for whom the entry has been made. The right to become acquainted with the entry of the birth register of a minor adopted person and to request a birth certificate, a statement regarding the registration of birth or a copy of the entry of the birth register shall be held by the adopter or the legal representative of the child. The right to become acquainted with the entry of the death register and to request a death certificate, a statement regarding the registration of death or a copy of the record of the death register shall be held by a relative of the deceased. Another person has the right to request and receive a statement regarding the registration of a civil status act if he or she substantiates his or her legal interest.

The Department of Families shall update - correct, supplement or cancel and update the records of birth, marriage and death and, if necessary, issue a document confirming the registration of civil status records repeatedly.
The civil status registration document is the wrong message, or correction of errors and correcting the register of civil status documents issued by the person on the basis for the entry on the birth, marriage or death certificates.
The civil registration documents padding is the missing message recording register of civil status documents and on the basis for the entry in the declaration by the person.
Cancellation of the civil registration documents shall be carried out if there are two registers on the same facts.
The renewal of the entry of the register of civil status records has been registered in advance, but the re-registration of a civil status deed that has died or disappeared. This service may be received in any division of the family lists in Latvia regardless of the declared place of residence.

Service requests
A person, his or her legal representative or the authorised person may apply in person after prior registration in any division of the family lists in order to obtain a statement from the registers of civil status statements upon request.
Receipt of services documents required:
1) an application;
2) a personal identification document;
3) an authorised person - a mandate;
4) upon receipt of a statement, a personal identification document must be produced

An application signed with a secure electronic signature may be sent to the official e-mail address of the registers of civil status records.

A service charge
In accordance with RD 19.10.2022. binding Regulation No. RD-22-165-sn municipalities levy:
- registration of a civil status act - EUR 4.25;
- a copy of the entry in the register of civil status - EUR 4.25;
- computer printing of the entry in the register of civil status - EUR 4.25;
- a multilingual standard form for a statement on the registration of a civil status instrument or a re-registration certificate for civil status records - EUR 4.25.
The local government fee shall be paid prior to the receipt of the service.
The local government fee can be paid in person with Master Card, ALL, ALL Electron, Maestro
for billing cards. It is impossible to make a payment in cash and with American Express credit cards.
The local government fee may be credited to the settlement account of the municipality of Riga.

A person who requests documents for maintenance shall be released from the payment of the local government fee.
in cases of recovery, in cases of State benefits and pension grants, in cases of adoption, guardianship, custody, former property in cases of denationalisation and rehabilitation of politically repressed persons, a person who has registered in the register of family support of the local government of Riga, as well as a person with Group I and Group II disabilities and a person who, in accordance with the procedures specified in regulatory enactments, poor household status has been granted.
