Service requests
The person shall submit the submission and documents personally to the Kancelejā of the Housing and Environment Department of the Riga City Council.
The receipt of the service shall be subject to an application for the exchange of the residential space and an application regarding the refund of money in case of an unfavourable decision.A service charge

The person in the Kancelejā shall personally receive a recommendation of the Housing Administration regarding the exchange of residential premises and/or an extract from the minutes of the meeting of the Riga City Council Residential Space Exchange Commission or the Kanceleja shall send the referred to documents by post.
