Performing a check mark on the fulfilment of design conditions or conditions for the commencement of works

Process description

1. Service requests
   The service may be requested in person, by post and by electronic means.
   When requesting a service in person, the customer turns to the City Development Department of Riga City Council, leaving
   documents in a specially designed cabinet.
   When requesting the service by mail, the customer shall submit a completed application with the documents attached thereto. When requesting a service electronically, the client shall submit a submission, which has been prepared in conformity with the regulatory enactments regarding the drawing up of electronic documents, certified with a secure electronic signature and time stamp. For construction cases initiated after 31.12.2019. the service may be requested in the Construction Information System (BIS).
   Following the fulfilment of the design conditions included in the construction permit, a submission, construction permit and construction project must be submitted to the City Development Department of Riga City Council.
   the Department shall evaluate according to the specified conditions and requirements included in regulatory enactments
   Within 15 working days, a note shall be made in the construction permit regarding the fulfilment of the design conditions.
   After receiving a mark in the construction permit regarding the fulfilment of design conditions, the construction initiator shall comply with the conditions for the commencement of works included in the construction permit and shall submit the documents necessary for the commencement of works to the City Development Department of the Riga City Council. Within 5 working days, the City Development Department of Riga City Council shall evaluate the submitted materials and perform a note in the construction permit regarding the fulfilment of the conditions for the commencement of works, indicating the duration of the performance of the works in the construction permit. On the other hand, according to the information submitted by the construction agent regarding the performer of works, the City Development Department of Riga City Council shall evaluate the submitted information and perform a note regarding the fulfilment of the conditions for the commencement of works within 5 working days.
   The person must submit a completed form entitled “Application for the performance of the mark” (No. Da_126_v2) with the relevant design documentation requiring a check mark:
   - in the construction permit;
   - Explanatory article.
   If the administrative process of construction continues TO BE BIS, the paper-based documents will no longer be submitted.

2. Receipt of services
   A decision regarding the performance of a mark on the condition of design or the condition for the commencement of works
   the execution can be received in person at the City Development Department of Riga City Council, Dzirnavu Street 140, Riga, or it is sent in a registered mail to the address indicated by the construction agent, or electronically to e-mail (in the case of an activated official e-address account, the Department will use the e-address primarily) or the Construction Information System (BIS).
   Documents can be received on Tuesday from 9.00 to 13.00, on Thursdays from 13.00 to 17.00. In order to request receipt of documents, a previous record must be made by calling the Call Centre of the City Development Department of Riga City Council by telephone: 67105800.
