Information
The receipt of a permit for a legal or natural person who has registered economic activity and wishes to become an organizer of street commerce in public places organised by the local government or agreed with the local government during the event. (public place - any place outside a building and a permanent trading venue which, irrespective of the form of property, is available to consumers; Permanent trading place - a place of commerce arranged for permanent and systematic trading, registered in accordance with the procedures specified in the regulatory enactments regulating taxes and charges).Service requests
The service is intended for street trading organisations during the event. (if in conformity with the requirements of regulatory enactments a permit or co-ordination of the Executive Director of the City of Riga has to be obtained for the organisation of a public event, a permit for street trade during the event shall be issued after the issuance of the referred to consent or a permit for the organisation of a public measure)
The service shall be requested electronically using e-service https://www.eriga.lv. (using e-service: https://www.eriga.lv/Default.aspx), https://latvija.lv (using e-service: https://latvija.lv/lv/Epakalpojumi/EP216/Apraksts) or on-site, presenting originals of documents, in the Riga City Neighborhood Centre, where a customer service department specialist will scan documents and add them electronically to the submission.
The following information shall be submitted for preparation of the application:
1) the street trade organizer (the given name, surname and registration code of the taxpayer shall be indicated for a natural person; the name of the legal person and the registration code of the taxpayer shall be indicated for the legal person);
2) the measure and the organiser thereof;
3) the location, date and time of street trade;
4) Number of trading venues per trading participant
5) the contact information of the street organizer (address, telephone number and e-mail address);
and the following documents:
1) a co-ordination with the organizer of the measure, except in cases where the organizer of the measure and the organizer of street trade are the same person;
2) colour photofixation (in A4 format) of the actual street trading site (without the equipment of the place of sale);
3) an up-to-date sketch, photofixation or visualization of the equipment of the street trading site in the context of the environment (A4 format);
4) the layout of the street trading location in the plot (in A4 format) on an appropriate scale with dimensions and attachments, indicating the free width of the sidewalk and carriageway, which is co-ordinated with the Transport Department of the Riga City Council, if the action is planned on the red lines of the street;
5) a co-ordination with the owner or legal possessor of real estate - a private person - or the possessor and manager of real estate owned by the State and local government;
6) a list of street trade participants certified with the signature of the street trade organizer, in which the given name, surname and personal identity number of the natural person or the taxpayer's code, the name of the legal person and the registration number of the taxpayer, the number of goods groups to be realized and the number of busy trading places are indicated;
7) a statement of each street trading participant regarding the existence of a technical passport for the registration of taxes and other payments registered in the State Revenue Service or a technical passport for the equipment or receipts registered with the State Revenue Service;
8) a statement from each street trading participant that the special equipment will be operated in conformity with the requirements of the manufacturer and observing fire safety regulations, if trade from special equipment with hot snacks or non-alcoholic beverages is intended in the form to be discarded.A service charge
The local government fee is not applicable until 31 December 2022 in accordance with paragraph 16 of the binding regulation No 109 of the Riga City Council of 18 January 2011 on the municipality fee for trade in public places in Riga.Receipt of services
An electronically signed permit shall be sent to the e-mail address indicated in the customer's application. If the documents have been submitted in person at the Riga City residents centre, the customer may indicate in which location of the Riga City Neighborhood residents center he or she wants to receive a response.
The permission is available in the work environment for requesting a www.latvija.lv client service.
