Process description
Service requests
The provision of public catering services in public places shall be carried out according to the seasons during the spring/summer season (1 April to 31 October) or in the autumn/winter season (1 November to 31 March of the following year). The service shall be requested electronically using an e-service https://www.eriga.lv. (using an e-service: https://www.eriga.lv/Default.aspx), or on-site, presenting the original documents, in the Riga City Neighborhood Centre, where the customer service department specialist will scan the documents and add them electronically to the submission.
The following information shall be required for the preparation of the application:
1) a street trade participant (the name of the legal person and the registration code of the taxpayer shall be indicated);
2) the name or address of the place of street trade, as well as the name and address of the permanent place of supply of services, if the place of street trade is with attachment to a permanent place for the provision of public catering services;
3) the area to be occupied by the street trading venue;
4) the season of operation of the street trading site (spring/summer season or autumn/winter season), period of operation and working time;
5) the contact information of the street trading participant (address, telephone number and e-mail address);
6) if a trade participant wishes to settle a place for the provision of public catering services in conformity with the last project agreed by the City Development Department of Riga City Council, the submission shall indicate that the trade participant will ensure the compliance of the place of provision of catering services with the last project agreed by the City Development Department of Riga City Council;
and the following documents shall be submitted
1) a project agreed in the City Development Department of Riga City Council, except in cases where only tables, chairs, flower pots, gas heaters (in conformity with the requirements specified in Section 59.1 of the binding regulation No 43 of RD 28.04.2021.) or the site is intended to be arranged in accordance with the requirements specified in Section 59.1 of the City Development Department of Riga City Council. a standard solution published on the https://www.riga.lv/lv/media/17507/download website of the Riga state city;
2) in the case where a harmonised project is not to be submitted to the City Development Department of Riga City Council - a situation plan or land border plan, in which the territory of the tables and chairs with dimensions is marked on an appropriate scale (A4 format);
3) permanent places for the provision of services to which it is planned to arrange copies of documents attesting to street trading places, property, possession or usage rights;
4) a co-ordination with the owner or legal possessor of real estate (land) - a private person - or the possessor or manager of the State, local government owned real estate;
5) a co-ordination with the owners or lawful users of the building or building fence, which are directly affected by the street trading venue;
6) a statement of a street trade participant regarding the existence of an electronic device or technical passport for the registration of taxes and other payments registered in the State Revenue Service or receipts registered with the State Revenue Service (if the place of street trade is without attachment to a permanent place for the provision of services);
7) a statement that the trading participant will ensure compliance with paragraphs 59 and 78 of the binding regulation No 43 of the Riga City Council 28.04.2021. (only in the cases referred to in Paragraph 59 of these binding regulations).A service charge
The service is free
The levy on street trade is applied for trade on land owned by the municipality of Riga. The duty rate per day for street sales for the provision of public catering services is calculated depending on the location area and the area to be occupied in accordance with paragraph 6 of the Law No 109 “On the Local Government Fee on Trade in Public Places in Riga”, binding on the Riga City Council on 18.01.2011, and the first Annex.
The fee shall be transferred to one of the following accounts of the Finance Department of the Riga City Council, showing in the purpose section of the payment the relevant name of the issuer of the marketing authorisation, the type of street trade and the address of the place of sale:

An electronically signed permit shall be sent to the e-mail address indicated in the customer's application. If the documents have been submitted in person at the Riga City residents centre, the customer may indicate in which location of the Riga City Neighborhood residents center he or she wants to receive a response.
