Process description
Service requests
In order to receive the service “The moment of reprieve”, a person (presenting a personal identification document) or his or her lawful representative (presenting a personal identification document and an authorisation agreement) shall turn to the Social Service of Riga and submit:
1) a submission in which the problem and the solution which it wants shall be indicated;
2) a statement issued by a family doctor regarding the state of health of a person, specifying the type (s) of functional disorder and the characteristics (if any) of an acute infection (for example, lung tuberculosis at the active stage, acute infectious disease), which may affect the procedures for the provision of social services, recommendations for care and prevention;
3) the opinion of a psychiatrist regarding the psychological health of a person and the special (psychiatric) contraindications for the receipt of social services;
4) other documents (if they are necessary for taking a decision regarding the granting of a “respite moment” service).
A person may choose to receive a service in accordance with the procurement of the Riga State-city municipality, in the institution of the provider of the “Reviation moment” service, or with the provider of a service registered in the State Information System “Register of Social Service Providers”, with which the local government has entered into a cooperation agreement regarding co-financing of the payment of the service “Aitation moment”

An application in the official language and other documents may be submitted to the Social Service by placing them in a document box located at each of the 14 places of recruitment of customers of the Social Service in Riga or by sending them by post (the application must be signed manually), by signing with a secure electronic signature or by using the e-mail: soc@riga.lv.A service charge
The procedures for payment are specified in Section XXIX of the binding regulations No. 3 of the Riga City Council 06.03.202020. “Procedures for the Receiving and Payment of social services provided by the municipality of Riga”.
The Social Service of Riga determines the amount of the person co-payment for the service “The moment of reprieve” (up to 30 days in the calendar year), which is calculated by evaluating the income of the person (household), but without assessing the material situation (including the stockpile of financial resources held by the person (family).
The income of the individual resident survivor of the client is not assessed.
A person (family) shall pay for the “moment of reprieve” service if the funds at the disposal of the person (household) exceed the amount of the minimum wage specified in the Republic of Latvia for each member of the family (EUR 500 per person). Payment of the service shall be made from the means at the disposal of the person (family), which shall constitute the difference between the total income of the person (family) and EUR 500 per member of the family. After the service, the funds at the disposal of the payment person (household) shall not be less than the amount of the minimum wage specified in the Republic of Latvia for each member of the family (EUR 500 per person).
If, according to the Riga Social Service decision, a person has not been charged for the service “Atsta punkts”, the municipality of Riga State pays the full fee for the service provided to the person “Asta punkts”.
If a person chooses to receive the service “A moment of reprieve” at the State Information System “Register of Social Services Providers” registered with the referred to social service provider, with which the municipality of Riga City has entered into a cooperation agreement regarding co-financing of the service “A moment of reprieve”, the local government shall pay the difference between the price of the service “Ata ja ja” and the customer. “Reprieve moment” (if any) but not more than EUR 912 per year.Receipt of services
Within the framework of the “moment of reprieve” service, the person shall be provided with:
- accommodation in a room adapted to the needs of the person;
- day-to-day social care services (monitoring, social care or self-care assistance, execution of a treatment plan, including support for medicines, bed linen and change, etc.);
- catering for the age, health and nutritional conditions of the person, not less than four times a day;
- social work specialist services (counselling, drawing up social care and/or social rehabilitation plans for a person, assistance and support for social problems, organisation of counselling and visits for a family doctor and other healthcare professionals, maintenance of contacts and the possibility of personal contact with a person's national or survivors, etc.);
- classes and specialist advice according to a person's social care or individual social rehabilitation plan (e.g. maintenance/development of cognitive skills, household and self-care skills, training for skills and movement development, medicated physical culture, etc. in the management of training specialists; e.g. counselling of ergotherapist, physiotherapist, psychologist, etc.);
- information and education activities (on the state of health and rehabilitation of a person (maintenance or development of abilities and skills), special aids, etc. as needed)
- walks in fresh air;
A person receives the service in an institution with which the municipality of Riga State has entered into an agreement regarding the provision of the service “Ata punkja”.
