Service requests
A person or his or her lawful representative shall request social services in the Social Service, but if the person is in a medical treatment institution or shelter, he or she shall refer to the medical treatment institution or the social worker of the shelter.
In order to receive social services, a person or his or her legal representative shall present a personal identification document and submit to the Social Service:
1. an application specifying the problem and its preferred solution;
2. a statement issued by a family doctor regarding the state of health of the person indicating the type (s) of functional disorder and the characteristics (if any) of an acute infection (e.g. active stage lung tuberculosis, acute infectious disease), which may affect the procedures for the provision of social services. The statement shall, in addition, include recommendations for care and prevention;
3. an opinion of a psychiatrist regarding the absence of special (psychological) contraindications and the most appropriate type of social service for a person with mental disabilities, if a person with mental disabilities wishes to receive a social service;
4. documents regarding income where a person is required to make a payment for a social service and the local government does not have access to such information;
5. other documents, if they are necessary for taking a decision on the granting of an appropriate social service.

The person must pay for the social care service in the place of residence in accordance with a decision issued by the Riga Social Service regarding the social service fee.
In the place of residence of the social care service, the term of validity of the decision on social service fees issued by the Riga Social Service to the family of the recipient, in which working persons are present, is four months, but for a family that has only the beneficiaries of the old age, disability pension or state social security allowance - seven months.Receipt of services
Following the decision of the Riga Social Service regarding the granting of a social care service in the person's place of residence, the person receives social care services in his or her place of residence.

Social care services in a person's place of residence shall include the following care services:
1. home care (home care in the form of a service provider and home care in the form of material support) - shall ensure the satisfaction of a person's basic needs, assistance in the performance of home work and personal care for persons who have objective difficulties in caring for themselves due to age or functional disabilities;
2. the satellite - assistant - shall provide physical and informative support to persons who lack the necessary communication skills and need the presence of the accompanying person or, due to a physical or mental disorder, have difficulty moving outside the dwelling, visiting national or local authorities and organisations to address domestic issues, as well as healthcare providers;
3. “safety button” service: providing continuous communication facilities, informative support and assistance 24 hours a day for persons at risk of being helpless due to age or functional disabilities;
Service 4: supply of warm lunch at home - provide for persons who, due to a physical or mental disturbance, cannot prepare themselves for warm food, as well as for those who, due to domestic conditions (no cooker or not working, no water supply), cannot prepare it if the person has not been granted another service which requires cooking. satisfied;
5. the care-for-residence service - provides a set of social care and social care services provided by one social service provider to persons with a required amount of care at home of more than 35 hours per week, but the person wishes to continue to reside in his or her place of residence;
6. Video broadcasting service - provides remote monitoring and day-to-day communication to persons in a home received in a nursing home in the form of a service provider, with a view to enabling individuals to maintain their lifestyles as independent as possible and to prevent a person from deteriorating their emotional position.
