Process description
Service requests
The social support and advisory programme shall provide a professional support system for foster families, adopters and guardians.
Within the framework of the service, the following social psychological services shall be provided to foster families, guardians and adopters:
1. Specialist advice for children placed in foster families and biological children, guardians and adopters of foster families.
2. Training for promoting contact and engagement with foster families, guardians and adopters with a child.
3. Counselling for the biological family of a child for improving communication skills with a foster family or a guardian family.
4. Social worker counselling for guardians and adopters.
5. Educational seminars for guardians and adopters.
6. Patronage service for guardians.
7. Counselling in crisis situation for guardians in residence.
8. Arranging appointments with the guardians of biological families.
9. Christmas event for foster families.
A representative, guardian or adopter of a foster family shall turn to the Riga Social Service, present a personal identification document, submit an application for the receipt of the service and submit the following additional documents:
1. The decision of the Orphan's Court of Riga regarding the granting of the status of a foster family and/or the decision of the Orphan's Court of Riga regarding the placement of a child in a foster family (if the foster family has not been declared in Riga), if the requester of the service is a foster family.
2. A decision of the Orphan's Court of Riga regarding the establishment of guardianship, if the service interrogator is a guardian.
3. The decision of the Orphan's Court of Riga regarding the family status of the adopter and/or the decision of the Orphan's Court regarding the transfer of the child in the care of pre-application, if the requester of the service is an adopter.
If a family receives a social work service association “Latvian SOS Children's Villages Association”, it shall submit an application to the association “Latvian SOS Children's Villages Association”.Receipt of services
After receiving all the documents within one month, the Social Service of Riga or the association “Latvian SOS Children's Villages Association” takes a decision regarding the granting/refusal of social service.
The social service applicant shall be informed of the decision taken.
Receipt of the service in the institution of the social support and consultative programme provider.
