Description:

Citizens and non-citizens of Latvia, citizens of the European Union Member State, European Economic Area State and the Swiss Confederation and their family members who have received a registration certificate or permanent residence certificate issued in the Republic of Latvia, foreigners and stateless persons who have received a residence permit issued in the Republic of Latvia.

A person or his or her legal representative, or a person authorised in writing by the person or his or her legal representative, who already has a declared place of residence or has an address of his or her place of residence in foreign states and the information regarding it does not change, has the right to open in person at the Riga municipality city city of Riga and to indicate or change the information regarding the additional address, without submitting a new declaration of residence.
By electronic means, the additional address may be indicated on the State Administration Services portal https://latvija.gov.lv/, e-service “Declaration or designation of residence”. The authority responsible for this e-service shall be the Office of Citizenship and Migration Affairs.

Service requests
A person, his or her legal representative or authorised person may address in person at the Riga City Municipality Centre of the municipality of Riga and indicate one additional address in Latvia or a foreign state without submitting a new declaration of residence regardless of the declared or indicated address of the place of residence.
Receipt of services documents required:
1) application (see form) - the original must be submitted;
2) personal passport or personal identity card - the original must be presented;
3) a birth certificate, if the additional address of the minor child and other documents attesting the right of the legal representative of the declarant of the place of residence to act on behalf of the relevant person (court decision, etc.) are indicated - the original must be presented;
4) an authorised person - a notarially certified authority;
5) for foreigners and stateless persons - a valid personal identification document in Latvia and a residence permit or registration certificate - shall present the original.
Receipt of services
The service shall be received on-site after checking the submitted documents and updating the additional address indicated by the person in the Register of Natural Persons. At the request of the person, his or her legal representative or the authorised person, a statement regarding the fact of indicating the additional address shall be issued.
