You have the opportunity to submit an application to the social service of the local government for granting the status of a poor family (person) or for granting the status of a disadvantaged family (person) and to obtain a certified statement of that status. A statement on the status of a poor family (person) is required in order to receive social assistance, social services, benefits and various benefits. A statement regarding the status of a disadvantaged family (person) shall be required in order to receive an apartment allowance, and other benefits, benefits, if such have been determined by the local government. If your family or household has been matched to the status of a poor or low-income family (person), you have the right to request the granting and payment of an apartment allowance in the social service of the local government. An apartment allowance is one of the types of social assistance benefits that the social service of the local government pays for poor or low-income recognised households, regardless of their home. If you or your family have been granted eligibility for the status of a poor or low-income family (person), you have the right to apply for health care benefits in the social service of the local government by submitting supporting documents. The benefit will be paid if the local government's binding rules provide for such type of benefit and to the extent determined by the local government.

Process description

  1. Service requests
    For the payment of the housing costs of the allowance (hereinafter - housing allowance), the amount is calculated as the difference between the minimum income level guaranteed by the client (GMI) and the amount of regulatory expenses (not exceeding the rules for calculating the flat allowance) and the total income of the client: P = GMI + K - I, where the amount of the P - flat allowance; GMI - the guaranteed minimum income level amount of the level for the client; K - regulatory expenses for rent/management and utilities; I - client income (including the allowance received during the month for the provision of the guaranteed minimum income level). In order to cover rental or management fees and charges for residential benefits for services related to the use of a residential space, the customer shall request once every three months, and for the purchase of fuel, once in the calendar year. If, within a period of three months after the submission of an application regarding the calculation of an apartment allowance, the customer changes the costs for services related to the use of the residential space, the Social Service has the right, on the basis of documents submitted by the client, to make a calculation of the flat benefit for that period in accordance with the actual situation.
    The person shall turn to Riga Social Service, present a personal identification document and submit:
    1) an application, upon signing, adult persons shall give the Social Service a permit to use the information available in the local government and State data registers regarding themselves and family members;
    2) submit income and material resources supporting documents regarding themselves and family members and complete a declaration of means of subsistence;
    3) present originals of payment vouchers related to the use of the residential space (submitting copies) for the previous or current month and the original of the rental and/or management contract (submitting a copy);
    4) the recipients of the group house (apartment) or temporary accommodation service - shall present the original of the contract regarding the receipt of social service.

    An application in the official language and other documents may also be submitted to the Social Service by a secure electronic signature or by mail (the application must be signed manually), or by submitting an official application to the institution electronically.

  2. Receipt of services
    The amount of the monthly allowance shall be transferred to service providers (homeowner, housekeeper, utilities, etc.). If, due to objective circumstances, it is not possible, the allowance shall be transferred to the account indicated by the client.
