Coordination of environmental objects, visual materials and advertisements at the site of a public event

Process description

1. Information step
   Co-ordination of sales sites, project of environmental objects, and project matching of an advertising/promotional object, issuance of an ad/promotional site placement permit (if advertising is planned to be placed on the site of a public event).

2. Service requests
   The service may be requested in person, electronically or by post.
   When requesting a service in person, the customer shall turn to the City Development Department of Riga City Council, leaving the documents in a specially designed document cabinet, or to the Riga City residents center, leaving the documents in a dedicated mailbox for them.
   When requesting a service electronically, the client shall submit an application prepared in accordance with the regulatory enactments
   for acts on the drawing up of electronic documents, certified by a secure electronic signature, time
   a stamp and other necessary documents.
   When requesting the service by post, the client shall send a completed submission and other necessary documents.
   Service requests documents required:
   1. “Application for Reconciliation of Ad/Display Object” (Form No. Da_118_v3).
   2. Description of the progress of the measure.
   3. A comprehensive colour photofixation of the site of the event.
   4. Display of sales sites, environmental sites, and sites for setting up advertising sites
   on the plan.
   5. Project of planned trading facilities, environmental objects (plots). If, at the time of the event,
   located trading facilities, environmental objects that may endanger human safety should then be added to it
   constructive solution, type of reinforcement and certification of a certified engineer
   design safety.
   6. If advertising is scheduled to be placed on the site of the public event, the following shall be submitted in addition:
   6.1. a colour draft sketch or photoassembly of an advertising or advertising object, indicating the size and scale;
   6.2. the characterisation of auxiliary defects (for example, lighting, sound effects), if such are planned;
   6.3. a written statement from the advertiser that a written consent has been received for the placement of an advertisement, a land owner, a possessor or a person authorised by it, if it is intended to be placed on immovable property belonging to other persons (only advertising objects without attachment to land);
   6.4. written consent of the owner, possessor or person authorised by the land for the placement of the advertising object, if it is intended to be placed on immovable property owned by other persons (only advertising objects with land attachment);
   6.5. a plan for the situation of the unit of land prepared in accordance with the procedures specified, which shall display the location of the installation of the object (only for advertising objects with attachment to the ground);
   6.6. a co-ordination with the “Latvian State Roads” of the VAS (only for promotional objects with land attachment if they are placed along the road).

3. A service charge
   If advertising is placed in place of the public event, a mandatory payment - EUR 22.77 of the local government fee for the drafted official document in accordance with the Law No 178 on the Local Government Fee on the Development Department of Riga, Law No. 178 on the Local Government Fee, which is binding on the project of the Riga City Council 16.06.2009. the Annex to the official documents and certified copies thereof.

   After the installation of an advertising/advertising facility, payments of the local government fee shall be made in accordance with the procedures specified in the Law On the Local Government Fee on the Deployment of advertising and advertisements in Riga (except for signs) of the Riga City Council 01.08.2006.

4. Receipt of services
   Harmonised environmental sites, visual materials project and harmonised advertising/promotional site project, placement permit (if advertising is scheduled to be placed in place of the public event) and a payment statement regarding the local government fee for the placement of advertising, advertisements and other visual information in Riga (in cases where the referred to fee is to be paid) to be present in the City Development Department of Riga City Council in Dzirnavu Street 140, Riga.
   
   Documents can be received on Tuesday from 9.00 to 13.00, on Thursdays from 13.00
   up to 17.00. In order to request receipt of documents, a previous record must be made by calling the Call Centre of the City Development Department of Riga City Council by telephone: 67105800.
   
   Harmonise the ad/ad site project and the ad/ad site deployment permission, which
   prepared in conformity with the regulatory enactments regarding the drawing up of electronic documents, certified by
   a secure electronic signature and time stamp shall be sent to an e-mail indicated by the client (if advertising is scheduled to be placed in place of the public event), in the case of an activated official e-address account, the Dept. will use the e-address primarily.
