Short-term social care in an institution shall provide day-to-day social care and health care to a minimum extent for adults (except for persons without a specified place of residence) for whom the required amount of care at home exceeds 35 hours a week and with services in the place of residence it is not possible to provide the necessary amount of social care, as well as family members are unable to provide the necessary care for the person for employment or other reasons, during the recovery period or until the receipt of the service in the adult care institution.

Process description

  1. Service requests
    A social services person or his or her lawful representative shall request the RSD, but if the person is in a hospital medical treatment institution, he or she shall refer to the social worker of the hospital medical treatment institution.
    In order to receive social services, the person or his or her legal representative shall present a personal identification document and submit the following documents to the RSD:
    1) a submission in which the problem and the solution which it wants shall be indicated;
    2) a statement issued by a family doctor regarding the state of health of a person, specifying the type (s) of functional disorder and the characteristics (if any) of an acute infection (for example, lung tuberculosis at the active stage, acute infectious disease), which may affect the provision of social services;
    3) the opinion of a psychiatrist regarding the absence of special (psychological) contraindications and the most appropriate type of social service for a person with mental disabilities, if a person with mental disabilities wishes to receive a social service;
    4) documents regarding income, if the person has to make a payment for social service and the local government does not have access to such information;
    5) other documents, if they are necessary for taking a decision regarding the granting of an appropriate social service.

  2. A service charge
    The RSD determines the amount of a client co-payment for a social service calculated by assessing the income of a person (family members living with a person), but without assessing the material situation (including the provision of financial means held by the person (family)). The income of the individual resident survivor of the client is not assessed. A person (family) shall pay for the service if the funds at the disposal of the person (family) exceed the amount of the minimum wage specified in the Republic of Latvia for each member of the family (EUR 500 per person). Payment of the service shall be made from the means at the disposal of the person (family), which shall constitute the difference between the total income of the person (family) and EUR 500 per member of the family. After payment of the service, the means at the disposal of the person (family) shall not be less than the amount of the minimum wage specified in the Republic of Latvia for each member of the family (EUR 500 per person).

  3. Receipt of services
    The person receives the social service in the institution - SIA “Riga 1 st Hospital” in the Temporary Social Care Centre (Corps 17).
    A social service provider shall enter into a contract with a person (legal representative) regarding the provision of social service.
    If, according to the RSD decision, the person is charged for the service, the customer must make the calculated service payment by the service provider. The service provider issues an invoice.
    If a person has not been charged for the service in accordance with the RSD decision, the local government shall pay the full fee for the service provided to the customer.
