1. Apartment owners shall take a decision regarding the takeover of the management rights of the residential house (Home). The Department of Property SHALL submit to the Department of Housing and Environment (CND) the necessary documents prepared for it.
2. The Department of Property shall prepare and issue an order regarding the transfer of the management rights of the residential house to the public or to an authorised person and shall prepare a transfer-acceptance act, as well as organise the signing thereof.
3. The Department of Property and a representative of apartment owners sign the Transfer-Acceptance Act and apartment owners take over the house's management rights. The property department shall make changes to the Land Register. Not later than within a period of one month from the day of taking over of the residential house, the manager shall transfer to the public or to the authorised person the documents and rights specified in the Law on the Management of Residential Houses, as well as the unused means of managing and managing the house.

Receipt of services documents required:
1) the application,
2) an extract from the register of members of the company;
3) the authorisation of the authorised person for the taking over of the rights of the management of the residential house, if it is not specified in a community agreement or a decision of the community;
4) documents attesting to the invitation of all apartment owners to the general meeting (a list of apartment owners and/or family members with their signatures regarding the receipt of invitations or a statement of mail regarding the sending of a registered letter), or documents attesting to the invitation of all apartment owners to vote, taking a decision without convening the general meeting (a list of apartment owners with their signatures with their signatures) or a statement of mail regarding the sending of a registered letter);
5) a joint decision regarding the taking over of the right to manage a residential house;
6) a contract for the management of the residential house;
7) powers regarding the rights of representation of persons representing apartment owners at the general meeting;
8) the voting bulletins have been completed and signed.

Process description

  1. Service requests
    A person shall submit to the RD Housing and Environment Department the necessary documents for receipt of the service in person, send by post or send in the form of an electronic consignment signed with a secure electronic signature.

    Receipt of services documents required:
    1) the application;
    2) the authorisation of an authorised person to take over the rights of the management of a residential house, if it is not specified in a community agreement or a community decision;
    3) documents attesting to the invitation of all apartment owners to the general meeting (a list of apartment owners and/or family members with their signatures regarding the receipt of invitations or a statement of mail regarding the sending of a registered letter), or documents attesting to the invitation of all apartment owners to vote, taking a decision without convening the general meeting (a list of apartment owners with their signatures with their signatures) or a statement of mail regarding the sending of a registered letter);
    4) a joint decision regarding the taking over of the right to manage a residential house;
    5) a contract for the management of the residential house;
    6) powers regarding the rights of representation of persons representing apartment owners at the general meeting;
    7) the voting bulletins have been completed and signed.

  2. Receipt of services
    Property Department:
    1. Upon receipt of an application by an authorised person of a company or apartment owners from AN MVD, the application received and the documents attached thereto shall be examined within 5 working days.
    1.1. If the applications comply with the requirements of Section 51, 51.1 (51 st one prim) or 51.2 (51 st two prim) of the Law On Privatisation of State and Local Government Residential Houses, issue an order regarding the transfer of the right to manage a residential house to a company of apartment owners or an authorised person of apartment owners.
    1.2. Following the issue of the Order, the Act shall be drawn up within 10 working days and its signature shall be organised. The Act transfers/takes over the right to manage the house.
    2. Upon receipt of an application by the owner of a single-apartment house or multi-apartment house in which all the apartments belong to one person from THE MVD, review and prepare within 10 working days the Act regarding the transfer of the right to manage immovable property to the apartment owner without issuing the Order and organise the signing thereof. The Act transfers/takes over the right to manage the house.
    Service execution documents are issued on-site or sent to e-mail or via mail.

    Visitors are accepted on site unless the parties have agreed to be accepted remotely (using one of the available online communication tools (Skype, Microsoft Teams, etc.). In cases where you need to limit or stop visitor recruitment, visitors are accepted remotely (using one of the available online communication tools (Skype, Microsoft Teams, etc.).
    In exceptional cases, where the issue cannot be resolved remotely, by allowing the arrival of visitors on site, the service may be provided on site at the Department of Personality's Customer Service Centre on Knights Street 10, Riga, only after a previous entry by phone number +37167026138 or +37167026151, or by specialists, assessing the urgency of providing it in each situation on an individual basis.
